This week's housing news is about supply and strata rules. The government said Bukit Jalil Bandar Madani will be built in phases over 15 years, a High Court ruled that condo managements need evidence before acting against residents' pets, and new terraces and land deals were announced in Selangor and Johor. Bank Negara's final rate decision of 2026 is due on 5 November.
Bukit Jalil Bandar Madani to be built over 15 years
The Star reported on 26 October that the Bukit Jalil Bandar Madani affordable housing township will be built in phases over about 15 years rather than in one go. The government has set aside RM250 million for road works, including upgrades to existing roads, new four-lane roads and two bridges. Traffic, environmental and social impact assessments are being carried out, and the project has a development order from Kuala Lumpur City Hall (DBKL). Homes are meant to be priced below nearby city condos, which the report put at up to RM600,000–RM700,000. Seputeh MP Teresa Kok asked for registration to be postponed until planning studies for the area, including the KL Local Plan 2040, are finished.
Why it matters: if you are weighing a resale condo in Bukit Jalil, a long build-out means new affordable supply arrives gradually, along with years of roadworks nearby. Compare existing projects on our Bukit Jalil page.
High Court: condo pet rules need evidence
On 30 October the High Court partly allowed a suit by former national hurdler Noraseela Mohd Khalid against the joint management body (JMB) of Shang Villa Condominium in Petaling Jaya, EdgeProp reported. The court found that a house rule could not penalise her simply for keeping three cats. Enforcement must be based on evidence that a particular animal causes a nuisance or danger, as set out in By-law 14 of the Strata Management (Maintenance and Management) Regulations 2015. Clauses that let management remove animals without notifying owners, or that excluded the JMB's liability, were held invalid to the extent that they override the by-law's notice and safeguard steps.
Why it matters: together with last week's ministry statement on access for owners in arrears, this is a reminder that house rules cannot go further than the strata law. Before you buy, ask for the building's house rules and check how strictly they are applied. Our condo checklist covers what else to ask the JMB or MC.
480 terraces launched in Puncak Alam
Tropicana launched Phase 2 of Avisa Residences in Tropicana Alam, Puncak Alam: 480 two-storey terraces on 35.82 acres, with built-ups of 1,917–2,351 sq ft and prices from RM612,800, EdgeProp reported on 30 October. The developer said more than 90% of the 431 Phase 1 units have been taken up.
Why it matters: it adds landed supply at the edge of the Klang Valley at a price closer to many city condos. As with any new launch, compare the price with recorded resale terraces nearby, and check the SPA's completion date and the developer's track record. See our new launches page and the best landed homes ranking.
Matrix Concepts buys Kulai land in Johor
Matrix Concepts' Johor subsidiary agreed to buy 57 adjoining parcels of agricultural land in Kulai, about 174.77 hectares, for RM169.31 million, The Star reported on 27 October. The site lies about 43 km from Johor Bahru, between Kulai town and the Sedenak area. EdgeProp's daily digest put the estimated gross development value at RM2.1 billion.
Why it matters: developers keep buying land along the Johor Bahru–Kulai corridor, so future supply there is likely to keep growing. For current choices, see our Johor Bahru rankings.
RM150 million to finish 554 Felda New Generation homes
In a written Parliament reply reported on 27 October, Prime Minister Anwar Ibrahim said RM150 million has been allocated to complete 554 homes under the Felda New Generation housing programme (PGBF): 200 each at Felda Bukit Aping Timur and Felda Pasak, and 154 at Felda Kerteh 5. The funding was first announced in July. The reply added that 2,458 units at 12 sites have been completed and occupied since the programme began in 2013.
Penang's Budget 2027: Silicon Island and housing
Penang's 2027 state budget, presented on 30 October, set out a timeline for Silicon Island. EdgeProp reported that industrial land sales at the 700-acre Green Tech Park could begin as early as the first quarter of 2027, with about 500 acres reclaimed so far. The Pan Island Link 2A highway is due for completion by June 2029. EdgeProp's daily digest also reported that the Chief Minister listed 22 housing and urban renewal projects providing 18,342 homes.
Why it matters: jobs on the southern end of Penang island tend to support housing demand around Bayan Lepas and Batu Maung. See our Bayan Lepas page.
